Cuando usamos reporting verbs como advise y explain es importante saber si la persona que escucha es el objeto/complemento directo.
1) Con verbos como tell la persona que escucha es el objeto/complemento directo.

2) Con verbos como say la persona que escucha no es el objeto/complemento directo.

Si quieres mencionar a la persona que escucha con alguno de los reporting verbs más comunes como admit, announce, complain, explain, mention, propose, say o suggest puedes utilizar la estructura to + hearer + that clause.
She complained to the engineer that her computer kept crashing.
He explained to the class that he would be away for a few days.
I suggested to Dan and Liz that we all went on holiday together.
